ELI5: What is Declassification?

Once a surprise birthday party has already happened, it’s not a secret anymore. Declassification is when information that used to be top-secret gets downgraded because it’s no longer sensitive.

Definition

Declassification is the process of formally reducing the classification level of data when its sensitivity decreases over time or when the reason for its original classification no longer applies. For example, a business strategy document classified as “Confidential” may be declassified to “Internal” after the strategy is publicly announced, or a government document classified “Secret” may be declassified after a defined period or event. Declassification must follow a formal process documented in the data classification policy.

Key Details

  • Declassification reduces the cost and overhead of protecting data that no longer requires a high classification level
  • Government/military classification systems have formal declassification timelines (e.g., Executive Order 13526 for US federal documents)
  • Private sector declassification is typically governed by the data retention and classification policy
  • Data that is declassified does not necessarily mean it becomes public — it moves to the next lower classification tier
  • Exam tip: declassification is the reverse of classification; both must follow documented, approved processes
